The following individuals served on the Board of Selectmen during the year 1995: Dawn L. Rand, William E. Henries, Edward K. Davidian, Frederick A. George and Stephen W. Kellicker. In April, Dawn Rand was elected to serve as Chairperson, William Henries as Vice- Chairperson and Edward Davidian as Clerk.
The Board of Selectmen meet regularly on the second and fourth Mondays of each month. The meetings are recorded live and are presented publicly on Northborough's Channel 12. We continue to encourage public participation in local government. Participation includes attending any of the various board meeting within the community, visiting the Town Hall or volunteering one's services by becoming a member of a Committee, Board or Commission. The volunteers in this community make a very significant and important contribution to the future of the Town of Northborough, Again, any form of participation is strongly encouraged throughout the year.
In 1995, the Board of Selectmen designated the comer of Main and Maple Streets as the Dorothy Labossiere Comer in memory of Ms. Labossiere who was a school crossing guard at this intersection for many years. The Board presented the Boston Post Cane to Anita Stanton as the Town's oldest resident, turning 103 years old in 1995. The Board updated the following Selectmen's policies in the Northborough Code in 1995: Chapter 183-52A "Affirmative Action Policy Statement"; Chapter 183-42 "Miscellaneous License Fees"; Chapter 183-8 "Procedural Timetable" (Town Meeting); Chapter 183-41 "All Alcohol and Beer & Wine License Training".
The Board of Selectmen is pleased to announce that the Massachusetts Department of Revenue certified the Town's "Free Cash" as of June 30, 1995 at $2,140,167. Again, this would not have been possible without the cooperation of the department heads, town employees and the excellent financial supervision of our Town Administrator, Charles L, Kellner.
In 1995, employees of the Town of Northborough received customer service training in Continuous Quality Improvement (CQI), which is a systematic approach toward continuous improvement in the delivery of Town-wide services. CQI places great emphasis on team approaches to problem-solving through fact-based decision making. Approximately twelve Town employees representing various departments formed two teams which were assigned a critical improvement process project. Upon completion of their projects, each Team conducted a presentation and delivered proposals to the affected departments for implementation consideration. The Board of Selectmen is pleased to announce that the Town has implemented the proposals made by the Teams and as a cult is working with a new and improved purchase order process, and is promoting animal control awareness.
Relatedly, in 1994 a group of graduate students at Clark University provided survey data on how the Town's service quality is perceived by the community. In direct response to this, the first Town Newsletter was mailed to each household in the Fall of 1995. The "Northborough Notice" will continue to be mailed to each household on a quarterly basis. Also, Town Administrator Charles Kellner continues to work diligently with department heads to define departmental goals and objectives. The Board of Selectmen looks forward to continuing positive communication between the residents of this community and the employees of the Town.
