The
Consolidated Personnel Bylaw amendments presented to the 1997 Annual Town Meeting
Membership and approved by that body included a revised Nondiscriminatory Employment
Practice statement, clarification to the section chronicling eligibility for Vacation
Leave and the addition of the following positions to the Classification of Positions and
Assignment to Compensation Grades: Meter Reader, grade 4; Civil Defense Director/Radio
Officer, grade 8 @ .10 salary rate; Wiring Inspector, grade 8 @ .25 salary rate; MIS/GIS
Director, grade 13; Assistant Director of Public Works, grade 14. An amendment to the
Schedule B Compensation table was also endorsed by Town Meeting.
Employee training included leadership and
teamwork sessions designed to complement the Town's ongoing Continuous Quality Improvement
efforts. Quality Improvement Teams mobilized in 1997 include one team investigating the
betterment and lien process, one team charged with developing town and school employee
activities, and one team studying the efficiency and effectiveness of the emergency
(police and fire) dispatch function. The Dispatch Team presented approximately sixteen
recommendations (divided into three priority categories based on need and ease of
implementation) to the Police and Fire Chiefs, including personnel, physical plant and
customer/userempowerment suggestions.
The Personnel Board meets as-needed to hear
employee reclassification requests, grievances, and to discuss amendments to the
Consolidated Personnel Bylaw on the third Wednesday of the month at 7:30 p.m. in the
Selectmen's Meeting Room.
