The Municipal Code and By-Law Committee met 9 times | in 1996, attending the Little Town Meeting, regular Town Meeting, and the Special Town Meeting in September. Representatives also attended several Planning Board meetings on matters relating to changes in the Municipal Code. They reported back to the whole committee with information that enabled us to make our recommendations on these proposed changes. The members consisted of Diane Benison, Louise French, Roger Fuller, George Hamilton and Maryann Mackowiak. At our opening meeting Louise French was elected Chairman; and Maryann Mackowiak, Secretary. In the summer, Maryann had to resign, much to our regret, but Alan Carlson was appointed to fill her term. He graciously agreed to be the Secretary for the two meetings preceding the Special Town Meeting as well.
We thoroughly discussed, sometimes with the aid of the Town Building Inspector, the Town Clerk, the Assistant Town Administrator, Town Planner, or a member of the Board of Selectmen, every article on the Warrant that pertained to either the municipal code or to any by-law in the town. Our recommendations were then presented to Parker Swan for inclusion in the discussions on the floor of the two Town Meetings, April 22nd and September 9th.
All of our meetings are open to the public and are posted in advance in
the Town Clerk's office. We provide a forum to think and talk about proposed articles
before they reach final form or after they have been included in the warrant, our opinions
are not always unanimous. Our primary concern is what we consider to be the best for
Northborough as citizens and residents. Our opinions are then voted and recommendations
given to the Moderator. If proposals come to us before the deadline for filing, errors can
be avoided in presentation, and time saved for all. We urge you to consider making use of
this advisory body in Northborough.
